North Carolina Rural Internet Access Authority

The North Carolina General Assembly in its 2000 session approved the creation of the Rural Internet Access Authority to oversee efforts to provide rural areas with high-speed broadband Internet access. The authority's main goals are ambitious: to provide local dial-up Internet access from every telephone exchange in North Carolina within one year; and to provide high-speed Internet access at competitive prices (at least 128K for residential customers and at least 256K for business customers) to all North Carolinians within three years. The authority is established within the state Department of Commerce, with the Rural Center providing administrative and professional staff support for the authority. The authority is governed by a 21-member commission, which includes members of state government, business and education leaders, members of the Microelectronics Center of North Carolina (MCNC) and representatives from the state's telecommunications companies, including Internet service providers, rural telephone cooperatives, local telephone exchange and independent telephone companies, commercial wireless communications carriers, and the cable industry.

e-NC is the grassroots initiative to link all North Carolinians - especially those in rural areas - to the Internet.

The purpose of the e-NC initiative is to use the Internet as a tool for helping people to improve their quality of life. Affordable Internet service will provide North Carolinians with increased access to commerce, health care, education and government services. Through the Internet, rural North Carolinians can utilize resources not located in their areas, contact friends and experts, grow their businesses and increase their personal knowledge - while preserving the lifestyle that is an integral part of who they are. By encouraging North Carolinians to use the Internet and providing opportunities for them to gain new skills, e-NC is building connected communities and a more economically competitive state. Increased ties between citizens and neighbors, between rural and developed areas and between businesses and communities will help prepare North Carolina for a brighter, more prosperous future. The e-NC initiative is being led by the Rural Internet Access Authority. The authority was created on August 2, 2000, by the N.C. General Assembly and began operation in January 2001. Its members are appointed by the General Assembly and the Governor. e-NC operates with support from a coalition that includes the N.C. Rural Economic Development Center, the legislature and state government, the telecommunications industry, non-profit organizations and individuals.

In 2002 America Connect received a grant from North Carolina's Rural Internet Access Authority (RIAA) to help make this vision a reality. During the term of the pilot, the "Broadbandtogo" product line will be offered to first come, first serve, pilot customers who truly want to experience broadband without wires. America Connect's Broadband to Go service combines the speed of DSL and Cable broadband connectivity with the advantage of portability . Mobile systems offered by cellular and PCS providers do not compete with the lighting quick performance of Broadband to Go. Designed primarily for voice communications, their emphasis of broadband and Internet connectivity has been an afterthought of their core business. Most of these architectures require a "pay by minute or megabyte" pricing model. ACI's Broadband to Go offers one simple rate for superior performance. Unlike systems utilizing the unlicensed frequency band or "WIFI" that typically have up to 300 feet or campus/area coverage, ACI's broadband service typically covers several miles of secure reliable service.

September 25, 2003 – America Connect and BellSouth today announced a joint trial of wireless broadband in two rural North Carolina counties. The trial will examine costs, market acceptance, feature sets, coverage, and overall economics of providing high-speed broadband connections via fixed wireless to underserved rural areas in the Southeastern U.S. The trial will be in the 2.3 GHz WCS band, for which BellSouth holds FCC licenses throughout the Southeast. The parties will jointly utilize the results from the test systems to determine the economic and technical feasibility of providing broadband footprint in areas where the provisioning of broadband access was previously not economical.

"We now can use our grid to deliver broadband to our customers, and at the same time, we are able to improve our internal operations with many utility-centric functions such as cable monitoring and system automation."

Amperion makes its Connect System for both underground and surface powerline communications. Customers receive broadband access through an 802.11b wireless LAN located at the customer's premises. Amperion's PowerWiFi device is the company's preferred way of delivering bandwidth to the user. Amperion's systems are able to deliver bandwidth control on a per-user basis. Test results from the Progress trial showed powerline speeds exceeding 20 Mbps at layer 3, as well as a reach of half a mile before a repeater was required, according to an announcement issued by Amperion.
